Hawaii Army National Guard 1991 – 2005                    Hawaii Army National Guard, Environmental Branch.  Department of Defense, HIARNG, 3949 Diamond Head Road, Honolulu, Hawaii  96816-4495.                           

 Position title:  Supervisory Environmental Protection Specialist. 

COMPLIANCE AND CONSERVATION COORDINATION – Supervised and managed the Hawaii Army National Guard (HIARNG) Environmental program in conformance with policies, regulations, and Federal, state, and local statutes.  Served as the focal point and technical expert to the Adjutant General; and provided advisory services to all units and tenants within the state.  Implemented and monitored various programs such as outlined in ARNG regulations, directives and policy guidance.  This includes, but is not limited to:  Integrated Training Area Management (ITAM), Air and Water Quality and Permitting, National Environmental Policy Act (NEPA), Installation Compatible Use Zones (ICUZ), Solid and Hazardous Waste/Material handling and disposal, Pollution Prevention and Control, Polychlorinated Biphenyl (PCB), Underground Storage Tanks (UST), Environmental Performance Assessment Systems (EPAS),  Installation Restoration Program (IRP), Cultural and Natural Resources,  Threatened and Endangered Species, and Historic and Archeology Management.

POLICY DEVELOPMENT - Interpreted and directed the implementation of policies and directives for the state environmental program.  Directed the review of plans, specification designs, etc., prepared for the purpose of ensuring conformity with environmental standards.  Directed the initiation, development, and execution of environmental activities; as well as, developing regulatory environmental guidance for the state.  Directed the development and management of detailed operating plans and state regulations.  Provided related environmental compliance guidance for the operation and maintenance of ARNG facilities and training areas statewide (solid and hazardous waste/ material disposal, fuel storage and dispensing, etc).  Developed regulations, directives, and management plans using agency directives as broad policy required to establish a state environmental program that complies with Federal, state, and local regulations.

FACILITY MANAGEMENT - Directed the review of all environmentally related actions on work requests, real property actions, and proposed changes to determine environmental impact.  Directed the review of designs and projects for environmental compliance; correction of environmental deficiencies.

AUDIT ASSESSMENT - Directed the performance of surveys, inspections, and evaluation of activities to identify and initiate corrective action for deficiencies.  Reviewed and directed the initiation of corrective actions;  coordination with NGB on all Notices of Violation, Compliance Orders, Notices of Non-compliance; and other related environmental violations.

PROJECT MANAGEMENT - Implemented, and administered records of hazardous waste management and training programs of HIARNG personnel.  Program oversight included:  proper management and development of a working Hazardous Waste/Material Management Plan.  Directed a program for inspecting/maintaining all hazardous waste accumulation areas at ARNG facilities and training areas statewide.

Managed the permit program which included air, waste water discharge, pretreatment discharge, drinking water, and hazardous waste storage, disposal, and transportation.

PERSONNEL MANAGEMENT - Supervised interns, state and contract personnel engaged in a variety of work directly related to the program.  Assigned, directed and reviewed all work.  Determined proper work methods/procedures, set performance standards, and evaluated assigned personnel work performance.  Prepared formal requests to fill vacancies; selected or participated in the selection of personnel from lists of eligible applicants; approved/disapproved leave.  Formulated and conducted training programs for assigned personnel and conducted informal training to broaden employee skills.  Prepared formal requests and recommendations for promotion, incentive awards, reassignments, and disciplinary actions.  Informed subordinates on all aspects of the human resource program.  Implemented regulatory safety and health requirements and ensured that subordinates wore appropriate safety equipment and followed pertinent safety precautions.

BUDGET DEVELOPMENT - Directed the development of the ARNG Integrated Training Area Management (ITAM) budget; and, the Environmental Program State Operating Budget, to ensure valid Compliance/Conservation program requirements were properly identified, justified, and considered in program work plans.  Managed assigned program funds, distribution, obligation, and liquidation.

LIAISON - Served as the ARNG point of contact and spokesperson with Federal, state, and local regulators on environmental matters, notification of air/water quality construction, toxic and hazardous waste permits, and in coordinating initial and ongoing IRP efforts; and, with civilian authorities for installation of projects impacting surrounding communities directed by NEPA.  Coordinated ARNG level facility plans,   programs, and projects.  Worked with Federal, state, and local agencies on matters dealing with legally binding reporting requirements.  Established procedures for ARNG developments/interagency (state/local agencies) for coordination of land, facilities, environmental plans, and disagreements.  Referred technical disputes to NGB Headquarters which could not be resolved by ARNG headquarters, state, regulatory agency and/or regional EPA (Environmental Protection Agency) offices.  Reported Notice of Violation and/or fines from regulatory agencies immediately to the Adjutant General, that could impact on the installation or community environment.

Coordinated and supervised all aspects of production management for electrical, carpentry and audio during stage productions.  Ensured environmental and safety compliance with 40 and 29 CFR.  Shows included over 500 celebrities and acts.

Chattanooga Fire Department, TN 1974 – 1989:  Commander

Simultaneously, managed and supervised an Engine Company, Paramedic Unit, and an Emergency Hazardous Response Team during fire and accident operations.  Trained and mentored staff; developed operating budgets, policies and inspections; equipment maintenance; and, strategic planning.

Fire and Police Pension Board, TN 1983 – 1989:  Secretary

Provided administrative support to 400 firefighters, 300 policemen, and 800 retirees; financial managers and institutions; and actuary.  Managed a $59.7M fund, which increased from $20.6M in six years.  Revamped and automated the entire pension process.  Wrote and lobbied laws which impacted the program because of Home Rule.

Bacon Drilling Company, TN 1980 – 1983:  Operator

Operated and maintained drilling equipment.  Produced over 300 water-wells, while redesigning the operation into a one person function.  Drilled 30 wells in 30 days with an average of 200 feet.
